romney says he's pro-life but doesn't intend to do anything that's pro-life. ryan says he's pro-life and means it. he wants to dump roe v wade. he and his cohorts would proceed to ban it in every sate they could closing abortion rights down into as few states as possible. in this way they would make the banning of abortion a matter of geography. the more states they could get to pass a ban, the further a woman would have to travel to have one. presumably abortion would be safe and legal in coastal states like new york and california. live in the middle, however, and you'd have to leave not just your town and state but maybe the entire region to get to a state where your decision would be respected. this is ryan's plan for american women. but he doesn't stop there. he's also a co-sponsor of the personhood bill that would declare a fertilized human egg a person with all the 14th amendment requirements of life, liberty, and property as well. it would not just outlaw abortion, it would make it murder. joining me to absorb those facts are alex wagner and ron reagan, author and radio

romney and paul ryan have very, very extreme positions on women's reproductive rights, and to sort of book end or to just end -- give it like five to ten minutes in what is the only vice presidential debate i think was really shortchanging the issue. that said, if paul -- sorry, if joe biden drew blood last night, i thought it was on this issue in particular. this is not an issue of contraception coverage. these aren't nuanced positions on, you know, the catholic church and reproduction. this is fundamentally the question of whether women have the right to choose, and paul ryan could not answer the question, and to many, many women from both sides of the aisle, this is something that you vote on. i mean, this is not a subtle sort of tax policy nuance. this is about having the choice to have an abortion and the dialogue that goes on between a woman and her doctor. and it was clear that the romney/ryan ticket is in a place that the obama/biden ticket is not. >> well, you made a point that i like to make. we can argue about a lot of issues, as i said. there were a lot of issues debate

on paul ryan, of course to keep up the pace and perform as well as mitt romney did in his debate last week with president obama. the president himself even talked about it yesterday. gave an interview with diane sawyer. she asked him first of all what happened to you when you got on stage with old mittens? >> that debate what happened? >> obama: well governor romney had a good night. i had a bad night. it's not the first time i had a bad night, but i think what is important is that the fundamentals of what this race is about haven't changed. governor romney went to a lot of trouble to try to hide what his positions are. >> bill: good way to sum it up. i had a bad night. he had a good night, but he just told a back of lies. and then he was asked what about the participates in tonight's debate. first of what do you expect from paul ryan? >> obama: congressman ryan is a smart and effective speaker, but it ideas are the wrong ones and joe understands that. >> bill: oh. oh. so he is saying don't lower your expectations. and what do you think joe biden has to do mr. president.

the information that is available from the romney/ryan campaign it is not possible to cut tax rates as much as you'd like without eliminating deductions that may hurt the middle class. specifically, you can't do this without changing rules on capital gains taxes, dividend taxes and the romney campaign has said they will not do that. you cannot cut taxes and keep the middle class deductions and can't cut taxes and keep lower rates on capital gains. now the romney campaign has said, look, we would work with the congre. we would -- we can't tell you what exactly it would look like because we'll work with the congress but the tax policy center says it can't be done. given what we know, it can't be done. the second claim, let's talk about the auto bailout, fight begun this on the campaign trail. vice president biden made the case that romney would let detroit go bankrupt. listen. >> we knew we had to act for the middle class. we immediately went out and rescued general motors. we went ahead and made sure that we cut taxes for the middle class, and in addition to that, when that occurred what, did romne

a short time ago we heard from mitt romney's running mate paul ryan saying we're going to bring america back to number one in manufacturing. that stuff resonates in a state like this. but more than anything else, what the effort is this weekend, it's the fifth consecutive day that mitt romney has in one form or another spent some time in the state of ohio as it shows just how critical they pugh view this state, with the 270 electoral votes. it's not impossible. but much more difficult to get there without this state. i spoke to a top adviser in the campaign this week who said to me if you go through the three most challenging states, three of the most critical states this done, florida, ohio, and virginia, they think they have the best shot at florida, second best at ohio, this adviser items me, and number three is virginia. but clearly, this is a state that no republican has won the white house without it. no president has won the white house since john f. kennedy. >> that surprises me. you would think that second maybe virginia and then ohio. i guess that speaks to how confident the c

to mitt romney's and paul ryan's budget plan, it would cost $2,000 to pay for tax breaks for millionaires and billionaires, it turns medicare into a voucher system. that's one thing that mitt romney was honest about. he said that we should cut medicare benefits. embrace that and proposed it. and then to add insult to injury said, yeah, we won't be able to have medicare to continue to be a guarantee, we will have to shred that safety net to preserve it. barack obama's plan has proven we can add years of solvency, 8 years by making sure we reduce wasteful subsidies to medicare insurance companies and add years of solvency. we need to work together to continue to move forward, not have republicans rooting for failure and really transparently being disappointed that we have made progress. we have a ways to go, but we need to continue to move forward and fight for the middle class, not for the people who are doing really, really well and make sure they can do even better. >> shannon: you brought up obamacare. and medicare, but that's a plan, which outside independent bodies and fact-checking o

romney and paul ryan as, you know, against the middle class and taxing the middle class. i think joe biden is going to wrap mitt romney and paul ryan as tightly together as possible and just sort of drop the ryan plan on top it to try to implode the pair. they think that is good ground. as far as paul ryan is concerned, i think he is kind a policy wonk. his problem is he's a numbers guy, and he's up against frankly and i think both runs previous head of the republican party and michael nutter both said that joe biden is a very accessible politician. he tends to put things the way that people get it immediately. he's just got that kind of manner about him. i think that's the -- in some ways, you know, we look at the substance and style. as far as style is concerned, i think paul ryan's fear here is he's too much of a wonk sxort of throwing out numbers. you know, you can expect joe biden to say, gee, i took a look at your numbers and here's what they would do to george next door. ryan has to be careful about that kind of debate. >> the next presidential debate, you're moderating octobe
